GSA Guidelines for SCIF Doors & Security Containers

What Is a SCIF?

A SCIF (Sensitive Compartmented Information Facility) is a secure space where classified information is stored or discussed. SCIFs are built according to strict federal guidelines to prevent unauthorized access, surveillance, or electronic eavesdropping. These rooms are commonly used by military, intelligence, and federal agencies, and must meet standards set by the ICD 705 and GSA.

SCIFs often require specially rated doors, locks, and soundproofing (STC) to comply with published standards. Only approved locking devices and life-safety hardware can be used in SCIF applications, and all locking hardware must be installed by a technician with GSA certification for that particular hardware.

What Is a Security Container?

GSA-approved security containers are government-certified storage units designed to protect classified information. Common types include:

Field safes

Field safes for GSA security containers

File cabinets

File cabinets for GSA security containers

Weapon storage units

Weapon storage units for GSA security containers

IPS (Information Processing System) Containers

IPS Information Processing System containers

These containers must meet strict construction and security standards and must be fitted with locks compliant with FF-L-2740 (electromechanical locks) or FF-L-2937 (mechanical locks). Container manufacturers including American Made (https://usa-amss.com/), Hamilton Safe (https://hamiltonproductsgroup.com/products/), and Will-Burt Company (https://www.willburt.com/products/gsa-class-5-6-cabinets-containers-doors/index.html) go through strenuous design and manufacturing controls to meet the certification requirements maintained by the GSA. If you experience a failure with a GSA-controlled Security Container, the repairs must be done in accordance with GSA guidelines. These guidelines cover the method of repair, the allowable hardware for repair, and who is authorized to perform the repair.

Key Federal Standards to Know

FF-L-2740: Electromechanical Locks

This standard covers the design and performance of electromechanical combination locks like the Kaba Mas X-10. FF-L-2740B is the current revision and includes resistance to manipulation, covert access attempts, and environmental extremes.

FF-L-2937: Mechanical Locks

Applies to mechanical combination locks, typically used on Ammunition, Arms, & Explosives (AA&E) Containers.

FF-L-2890: Pedestrian Door Locks

Applies to life-safety hardware used on secure facility doors, typically in SCIFs or other restricted areas.

Fed Standard 809

This standard governs the inspection, maintenance, neutralization (opening), and repair of Security Containers and Vault Doors. This is the critical document that our GSA-certified locksmiths follow when called to open or repair a lock that is governed by one of the above standards.

ISOO Notices and Vault Door Deadlines

In ISOO Notice 2021-01, the U.S. government announced replacement deadlines for aging lock systems – specifically phasing out "Black Label" containers and vault doors:

  • Security containers must be upgraded by October 1, 2028
  • Vault doors must be upgraded by October 1, 2035

Originally set for upgrade in 2028 along with Security containers, ISOO Notice 2022-03 extended the date for vault door compliance to 2035 and encouraged agencies to have a replacement strategy in place well before the deadline.

Where X-10 Locks Are Used

  • GSA containers protecting classified files
  • Secure government or defense contractor offices
  • SCIFs and closed areas
  • Military armories and weapons storage
  • DOD contractor facilities

Because the X-10 is part of national security infrastructure, only cleared and GSA-certified technicians may install or service them.

Choosing a GSA-Certified Locksmith

  • Understands and documents compliance with FF-L standards
  • Completes SF-700, SF-701, and SF-702 forms accurately
